The Consortium for Early Learning Services (CELS) empowers communities to create high-quality, affordable child care for children from birth to age 12. By uniting leaders, organizations, and resources, CELS drives impactful change, ensuring every child has the opportunity to grow, learn, and thrive. Together, we’re building a brighter future for our children and families.
We enhance child care quality through Quality Start Riverside County by providing trainings, workshops, and professional growth opportunities. We help build workforce capacity with stipends, program and site development support, a Jobline, and individual consultations and technical assistance.

Effective teacher-student interactions are a primary ingredient of high-quality early educational experiences. With the popular Classroom Assessment Scoring System (CLASS) observational tool, schools can accurately assess classroom quality based on teacher-student interactions rather than the physical environment or a specific curriculum.

Partners with many local agencies to provide support services to the ECE programs throughout Riverside County. Present to past partners include Riverside County Department of Public Social Services, Riverside University Health Systems, Inland Empire Small Business Development Center, Community Action Partnership of Riverside County, First 5 Riverside County, Riverside County office of Education, cities, school districts and higher learning institutions.
