The Consortium for Early Learning Services (CELS) empowers communities to create high-quality, affordable child care for children from birth to age 12. By uniting leaders, organizations, and resources, CELS drives impactful change, ensuring every child has the opportunity to grow, learn, and thrive. Together, we’re building a brighter future for our children and families.

Early Care and Education Professionals

We enhance child care quality through Quality Start Riverside County by providing trainings, workshops, and professional growth opportunities. We help build workforce capacity with stipends, program and site development support, a Jobline, and individual consultations and technical assistance.

Efforts include organizing child and family community events, addressing child care zoning and regulations, and sharing data on child care needs, quality, and availability.

Families

We provide general child care information focused on affordable and accessible programs, including those with wraparound services to support working families. In addition, we offer details about local community events, parent and family education opportunities, and valuable community resources to help families thrive.

CELS Community Impact 2021-2024

Delivered 945 hours of ECE Trainings

A total of $1,044,872.97 paid out to the ECE workforce in stipends to 645 ECE professionals who completed the QCC WP Stipend Program.

588 participants completed professional development (PD) through the QCC WP Stipend Program

FFN received 54 new FCCH CCL bringing 432 New Child Care slots to the county

24 small FCCH expanded to large FCCH CCL bringing 120 additional Child Care slots to the county

Partnerships

The Consortium for Early Learning Services provides leadership, coordination and professional development opportunities to promote quality early care and education in Riverside County.

Partners with many local agencies to provide support services to the ECE programs throughout Riverside County. Present to past partners include Riverside County Department of Public Social Services, Riverside University Health Systems, Inland Empire Small Business Development Center, Community Action Partnership of Riverside County, First 5 Riverside County, Riverside County office of Education, cities, school districts and higher learning institutions.
