Guidance on the Implementation of Assembly Bill 1930: Child Development Associate Teacher Permits
Attention: Executive Directors and Program Directors of All California State Preschool Programs
The California Commission on Teacher Credentialing (CTC) has released a Coded Correspondence (25-04) on the implementation of Assembly Bill (AB) 1930 (Chapter 687, Statutes 2024) regarding changes to the renewal of the Child Development Associate Teacher Permit. AB 1930, chaptered on September 27, 2024, added Education Code (EC) Section 8301.5 and Welfare and Institutions Code Section 10383.5, related to the permit requirements.
On April 9, 2025, the CTC regulations went into effect and on April 18, 2025, the CTC released Coded Correspondence 25-04.
The changes to the renewal of the Child Development Associate Teacher Permit are as follows:
According to the CTC’s Coded Correspondence, these changes apply to all current and expired Associate Teacher permit holders. Current permit holders will now be eligible for the one-time, two-year extension, if they do not complete their professional growth hours in the five-year allotted timeframe; this is a new option for Associate Teacher permit holders.
Individuals who were previously issued a Child Development Associate Teacher Permit and received the initial issuance plus one renewal may now choose to renew their permit again following the options in the CTC Coded Correspondence.
Note: Currently, for California State Preschool Programs (CSPP), EC Section 8295 specifies that lead teachers in CSPP must have a permit issued by CTC authorizing service in the care, development, and instruction of children in a childcare and development program. Currently, the Associate Teacher Permit authorizes the holder to do such, which means that the lead teacher in CSPP must hold a minimum of an Associate Teacher permit.
- Removed the limitation on the number of times this level of the permit can be renewed;
- Changed the renewal requirement for this level of the permit to 105 professional growth activities.
