Early Childhood Education Workforce Advancement Project

The Consortium for Early Learning Services is happy to announce the 2025-2026 Early Childhood Education Workforce Advancement Project (ECEWA). This project has federal funding for completing college coursework & professional development, plus there is additional money for finishing a degree in ECE/ECS during the program year. So, if you are planning on taking college coursework please hurry and register for courses. You can call us if you have questions about coursework. You must live or work (in an ECE program) within Congressional District 39.

Early Childhood Education Workforce Advancement Project Qualifications:

  • Live or work in Congressional District 39
  • Be 18 years of age
  • Work in an ECE Program or attending an accredited college completing ECE coursework
  • All ECE professionals working in a Child Development program are eligible
  • Have a Workforce Registry number. To obtain one please go to: www.caregistry.org

The 2025-2026 Early Childhood Education Workforce Advancement Project includes:

  • Stipends for up to 12 units of college coursework @ $200 per unit
  • A $500 stipend for completing 21 hours of authorized professional development
  • Additional stipend for completing a degree during the program year
    • $500 for an AA/AS degree in ECE/ECS
    • $1000 for a BA/BS degree in ECE/ECS
  • One on one advisory meetings with all participants to discuss their educational and/or professional development goals
  • Assistance in applying, upgrading or renewing a Child Development Permit

Participants need to be on a pathway towards obtaining or maintaining a Child Development Teaching Permit with the California Commission on Teacher Credentialing; and/or on a pathway towards an A.A. or B.A. in the ECE field.

You will need to submit:

  1. A current photo identification which shows you live in District 39
    a. If your identification has not been updated to show you live in the district you can bring a copy of a current utility bill showing your address along with picture ID
    b. If you work but don’t live in District 39 you must bring documentation showing where you work.
  2. If you just started taking ECE coursework and not working yet in the field, please note in order to receive a stipend you will need to submit Official Transcripts at the end of the program showing you completed ECE coursework during the program year
  3. Your Workforce Registry Membership Number. To obtain one please go to: www.caregistry.org

This project received $1,000,000 (100% of its total cost) from a grant awarded under the Community Projects grant, as implemented by the U.S. Department of Labor’s Employment and Training Administration. $300,000 (30%) of the project is financed by the ABC Foundation Grant.
