In 2013, the Consortium for Early Learning Services was honored by being named the Riverside County Non-Profit of the Year for Organizational Excellence. The Consortium was commended by the Non-Profit Resource Center for consistently demonstrating excellence in sustainability, partnership and services.

To provide advocacy and resources in the establishment and support of quality, affordable and accessible child care services for children and families in Riverside county through community partnerships.

The Consortium for Early Learning Services is a nonprofit 501c (3) organization dedicated to high-quality, affordable, and accessible child care programs.

Within the Consortium Organization there are four Regions that assess child care needs at the local level and address those needs through collaborative partnerships.

Eastern Region:
Entire desert region, extending from Palm Springs to Blythe, including all cities and surrounding communities

Southwestern Region:
Serves Temecula, Murrieta, Lake Elsinore,Canyon Lake, Perris, Wildomar and surrounding communities

Western Region:
Serves Riverside, Corona, Norco, Moreno Valley, Eastvale, Jurupa Valley and surrounding communities

Mid Region:
Serves Banning, Beaumont, Calimesa, Hemet, San Jacinto and surrounding communities

The child care regions are comprised of members representing:
  • City/County Government
  • Business
  • Education
  • Community Service Agencies
  • Child Care Oganizations
  • Community Leaders

Council members assess child care needs at the local level and address those needs through collaborative partnerships. The Consortium for Early Learning Services does not own or operate child care programs. Instead, it provides leadership and assistance to local communities to establish child care programs. In 1992, the Consortium was appointed as the Local Planning Council to assist with priorities for Federal Block Grant Child Development funding in Riverside County. In that capacity, the Consortium reviews funding and makes recommendations based on identified priorities.

Founded in 1982 and incorporated in 1987, the Consortium was initiated through funding made available by: Riverside County Board of Supervisors City of Riverside, The Press-Enterprise, Riverside Community Hospital, City of Moreno Valley, and Coachella Valley Association of Governments. The Consortium accomplishments are made possible because of community support at the city, county, state, and federal levels.
